Abstract

The low political literacy, high levels of skepticism, and indifference among first-time voters (Gen Z) at SMA Negeri 2 Batu with regard to the 2024 Presidential Election—occurring in the context of social media misinformation and concerns about money politics—are the driving forces behind this study. The study's objectives are to examine the Batu City General Election Commission's (KPU) initiatives to increase first-time voter turnout, pinpoint variables that encourage and hinder such efforts, and evaluate their efficacy. The research methodology used was descriptive qualitative. In-depth interviews, participant observation, and document analysis were used in the data collection process. Triangulation procedures were employed to ensure the authenticity of the data. According to research, the Batu City General Election Commission (KPU) used a hybrid approach that included in-person "Goes to School" outreach, actual voting simulations, and the release of instructional digital video on TikTok and Instagram. While student disinterest and lack of focus during outreach sessions were the biggest obstacles, collaborative partnerships with schools were a crucial enabler. According to the study's findings, the Batu City KPU's efforts are moderately effective. Although the approach significantly improved students' technical election knowledge by 92% in the cognitive dimension, it has not yet fully addressed the emotive and conative dimensions in terms of encouraging voluntary voting.
